Anti-dumping Review on Clear Float Glass (NCM 7005.29.00)
On February 11, 2026, SECEX/MDIC Circular No. 09/2026 was published, initiating the review to assess the continuation or recurrence of dumping practices in exports of clear float glass (2 mm to 19 mm) from China, Egypt, the United Arab Emirates, and Mexico to Brazil, and the resulting injury to the domestic industry.
Brazil currently maintains anti-dumping duties on clear float glass from China, Egypt, and the United Arab Emirates, imposed in 2021 and effective until February 19, 2026, with immediate suspension for Mexico. The review was petitioned by the Brazilian Glass Industries Association (ABIVIDRO) and covers national production by AGC, Cebrace, Guardian, and Vivix.
The product is widely used in construction, furniture, transportation, household appliances, and solar energy. Excluded from the scope are glass outside the thickness range, reflective or mirrored glass, and tinted or colored glass.
The analysis considered the period April 2024 to March 2025, applying the methodology of constructed normal value due to the lack of reliable domestic price data in the countries under review. Results indicated significant differences between domestic industry prices and CIF landed values.
The cooperation of interested parties is essential and may result in more favorable individual anti-dumping margins. SECEX has officially published the deadlines for submission of questionnaire responses and registration of third parties:
- Registration of other interested parties: March 3, 2026.
- Selected exporters (without extension): March 27, 2026 | (with extension): April 27, 2026.
- Voluntary exporters: March 27, 2026.
- Importers (without extension): March 25, 2026 | (with extension): April 24, 2026.
- Other domestic producers (without extension): March 25, 2026 | (with extension): April 24, 2026.
